We South Africans might like to think we have a monopoly on government inefficiency, but the reality is we’re not alone: when it comes to IT investment, it’s fair to say that most governments offer a track record that’s less than stellar. Costly failures litter the global government landscape, legacies, largely, of inefficient and ineffective processes and thinking.

All taxpayers see is money down the drain, often querying the usefulness of technology when there are so many apparently more pressing itches in dire need of a scratch – from housing to education, healthcare to crime, it’s hard for citizens to appreciate the value of a new ERP system, particularly if that system is so badly planned that it’s out of date before it goes live, or so inefficiently implemented that it runs over budget three- or four-fold.

In recent times, Durban’s Ethekwini Council’s 2010 Web site, intended to showcase the city’s 2010 developments, has attracted controversy and public ire thanks to its seemingly excessive R6.5 million price tag.
